The flat management means shorten the distance, broaden the scope, simplify the process, promote the resources and share the information to improve eficiency. Pengshui pr-oject introduced colaboration team by using the flat mana-gement model, which fuly embodies the second type mana-gement of "Flatening", namely "Management+Operations". T-heproject ensures the smooth realization of right bank "Inta-ke Tower Top" at Pengshui hydropower station.
