Due to many unknown factors from the preliminary design stage to the project implementation stage and the uncertainty about the preliminary design scheme, which leads to appear the excess budget excess budget in the project implementation process. Taking the construction of rail transit construction investment as the main line, this article analyses the project super probable reason, and puts forward some suggestions, in order to offer reader reference.
