Low carbon city construction has become the pla-nning objectives in many cities and scientific urban planning is the first step in the construction of low carbon city. This paper mainly studies the connotation of the low carbon city and the current development situation of low carbon urban planning, analyzes and summarizes the basic characteristics of the low carbon city development planning, and put forward the urban construction overal train of thought and reasonable counter-measures.
