上盖物业开发是解决城市轨道交通可持续发展的可行之路。轨道交通上盖物业开发是经济因素、技术因素和政策因素三者的结合。本文从政策科学研究角度出发,指出政策层面的因素是轨道交通上盖物业开发的关键因素。并结合实践,归纳轨道交通上盖物业开发在宏观决策、规划、国土、融资等方面涉及的相关政策,并给出政策建议。

The upper property development was the feasible way to solve the problem of the sustainable development of city rail transit. The development of the upper property on metro were the combinations of economic,technology and policy.From the perspective of policy, the authors pointed out that the policy was the key factor of the development of the upper property. According to the practice, this paper sum up and suggest the related policies in the aspect of macro decision, land management, city planning and finance.
