With the increasing of engineering construction project, the bidding system also gradually mature under the environment. The opening bid assessment is an important link of bidding process. Due to the pro-curatorial personnel of dif-ferent levels and the development limited of local economic level that lead to some of the open tender evaluation process stil exist problems such as nonstandard and opaque.
