This paper analyzes the dual nature of readers’ participating in the assessment work, and based on this, rethinks the main members of establishing the assessment indexes of public library to break the unchanging team of experts and scholars, emphasizes the functions and importance of the readers’ participating in the public library’s assessment, and at the same time, highlights the role reversal of establishing subjects, and pays the attention to the dynamic nature and developing nature of public library assessment indexes’ establishing subjects.
