According to the “non-livable” situation in Tianjin Italian custom area, this article explores the protection and utilization strategy of the blocks from the perspective of the livable city theory, which is hoping that the reasonable pro- tection and utilization to historic buildings can make great contribution to build a livable Tianjin city.
