本文结合施工实践，分析了工程变更索赔的概念以及产生的原因，阐述了变更索赔在施工管理中的作用。并从施工企业的角度，提出了工程变更和索赔管理的原则、制度和措施，有益于项目实施的经济效益和施工管理水平的提高。

In this paper, combining with the construction pra- ctices, the author analyzes the concept of claim for engineering change and its causes and expounds the role of claims for engineering change in construction management. In addition, from the viewpoint of construction enterprises, the principle, system and measures of engineering change and claim manag- ement are put forward so as to promote the economic benefit of project implementation and the level of construction ma- nagement.
