This paper analyzed the factors causing higher co- nstruction engineering cost from angles. The author optimized the project cost from the aspects of the investment decisi- on-making phase, design phase, bidding phase, construction phase, and completion setlement audit stage. Based on the op- timization of the engineering cost management, the builders can make the use of limited funds to obtain the maximized ec- onomic benefits and social benefits.
