Along with the increasing of project cost manag- ement of construction enterprises in China, enterprise’s scale is expanding too. A lot of construction enterprise achieves several folds even ten times in the growth, but the construction enter- prise’s profit hasn’t got a corresponding growth. Therefore, the implicit cost becomes a main factor restricting the developm- ent of the construction enterprises.
