This paper, based regulatory embedded design poi- nts in transferring land, regulated the folow-up development of the land, took the controled detailed planning of Huidong town as an example and from the control of space form and slow system, took the city design points into the regulatory in- dex system, playing a guiding role in the planning process of the urban and rural small town.
