无论是规划编制还是实施环节都要体现资源节约这一基本国策，有必要从城乡住区规划设计这样一个源头上来实现居住建筑的节能。建筑节能在单体建筑中的应用已经相对成熟和理想，但在整个住区规划设计中仍有所欠缺，本文对其进行深入说明与分析。

Both planning and implementation link should refl- ect the basic national policy of saving resources, it is necessary to achieve the energy saving of residential buildings from such a source of the urban and rural setlements planning and design.
