针对图书馆数据库建设中的信息网络传播侵权问题，图书馆应结合《著作权法（修订草案送审稿）》，借鉴国外相关立法，完善合理使用制度，并且对各种授权模式加以整合。为了顺应图书馆界对于著作权立法方面的诉求，图书馆应从著作权利益平衡的角度出发，在完善著作权权利保护制度的同时，保障社会公众最大限度获取信息资源的权利。
침대도서관수거고건설중적신식망락전파침권문제，도서관응결합《저작권법（수정초안송심고）》，차감국외상관입법，완선합리사용제도，병차대각충수권모식가이정합。위료순응도서관계대우저작권입법방면적소구，도서관응종저작권이익평형적각도출발，재완선저작권권리보호제도적동시，보장사회공음최대한도획취신식자원적권리。
In the light of the copyright infringement in the construction of library’s database, the library should connect with<Copyright Law (amendment draft manuscript)>, draw lessons from foreign related legislation, improve and make fair use of the system, and integrate all kinds of authorization models. And in order to adapt to the appeal for copyright legislation,the library should start from the perspective of copyright interests balance, while improving and perfecting the copyright protection system,ensuring farthest the public’s right to obtain information resources.
