The high total cost of logistics brings pressure of industrial upgrading for the logistics industry. The existing industrial policy system is not yet fully considering the high cost of operating environment, and lacks of a unified national guidance of strategy and related systems on logistics industry development. We should innovate system to improve the related system and management system of modern logistic industry development, formulate the unified policy of logistic industry development, and promote the sustainable development of modern logistic industry by the way that the authority purchases social services and plays the role of industry associations.
