从教育平等理论入手,把高校教育不平等问题与人力资源开发相联系,论述了我国高等教育在城乡不平等、不同区域的高等教育不平等、性别间的不平等三个方面的表现,探讨了高校教育不平等对我国人力资源开发的总体质量、地区发展、开发程度及多元化的制约作用.希望在实施人力资源开发战略的同时,注重对高校教育不平等的改善.

This paper ,based on the theory of educational equality ,links the problems of educational inequality and the development of human resources ,states its three aspects in inequality ,that is the inequality between cities and country ,different sexes and areas ,and explores how educational inequality constrains the development of human resources of its total quality ,local development ,degree of de-velopment and diversification .We hope that when we implement the strategy of human resources development ,we can focus on the im-provement of educational inequality .
