This paper makes an economic analysis and practice of the employment behavior of the enterprises. It proposes that it is necessary for the enterprises by taking another power- supervision,to restrict all the rights action. It is very necessary to form a set of norms and strictly employee training and inspirit system which create the modern operators , and its personal goals is same with business objectives.When the enterprise can truly fulfill this target, the enterprises can have a real hope and rebirth.
