自改革开放和加入WTO以来,我国工程造价管理体系的改革不断深化,取得了巨大的成就,而国家标准《建设工程工程量清单计价规范》(GB50500-2003)的颁布更是意味着我国建设工程的计价模式产生了质的变化,定额计价模式把工程量清单的变革和工程施工企业的竞争以及造价管理推向一个更加科学和规范的层面上.

Since the reform and opening up and joining the WTO, the reform of China's project cost management system continuously deepened and made tremendous achievements. The promulgation of the national standards of "Specifications of Charging on Bil of Quantities of Construction Projects"(GB50500-2003) means that the pricing model for construction projects in China produce a qualitative change, and the fixed pricing model propel the reform of the BOQ and the competition in the construction enterprises as wel as the cost management to a more scientific and standardized level.
