In the beginning of this paper, on the basis of the existing evaluation system, safe evaluation system of subway engineering projects is reconstructed. Then the grey system theory is introduced into the evaluation system. Following by this, the best bidder could be selected by the way of calculating the weighted gray relation degree of all bidders and arranging the relative strengths and weaknesses. In the last section, a case is used to introduce the calculation method and procedure of gray evaluation model in detail. The practice has demonstrated that the evaluation model is simple, easy to understand, and with a strong application value.
