对于一个建设工程项目而言,建设方的项目管理往往是该项目的项目管理的核心,是建设工程项目生产过程的总组织者.尤其在项目实施阶段,工程质量又是产品品质最基本的内容,是一个企业生存发展的根本所在.本文阐述了项目实施阶段初期如何编制《项目管理方案》,以及如何通过有效的质量控制工作和具体的质量控制措施应用,实现工程预定质量目标.

For a construction project, the project management on the construction side is often the core of the project, the tot-al organizer of the production process of the construction engi-neering, especial y in the implementation stage of the project, the quality of the project is the basic content of the product qu-ality, the essence of survival and development of an enterprise. In this article, the author expound how to compile “project ma-nagement program” at the beginning of the project implement-ation stage and how to achieve predetermined quality objectiv-es of the project application through effective quality control a-nd quality control measures in the project implementation pha-se.
