工程变更是指对合同中的工作内容或施工图纸中的施工内容做出修改、追加或取消某一项工作或施工内容.由于工程地质、施工工艺、设计等多方面因素,每一工程项目发生工程变更在所难免.究其原因,既有主观的也有客观的,主观原因如勘察设计工作深度不够,或预算编制不准确,以致在施工中发现施工项目招标工程量清单没有提供或提供的工程量存在较大误差,因而不得不改变施工项目或增减工程量;客观原因如发生局部地质变化,自然或社会原因引起的不可预见等因素,致使工程变更不可避免.
