In this article, the author bases on many years of work experience, combines with the specific examples of the Luxembourg museum project that proposes that the Party A should focus on the design phase of cost control, the con-struction phase of quality control and management, the sup-ervision unit of the technical management and coordination of construction parties and the specific measures in enginering practice.
