Along with the pace of China's economic system tr-ansition is speeding up, the effectiveness of the reform of engi-neering cost is significant, achieved by the quota valuation mode to change the mode of valuation with bill of quantities. This thesis expounds the definition of China's current tender of er of construction enterprise and enterprise cost, emphasi-zing the bidding in construction enterprises should not be lo-wer than the cost price and the serious consequences of a price lower than the cost price, to enable enterprises went standa-rdize road and benign development.
