In order to reverse the uncoordinated situation between construction with agricultural modernization, new road of industrialization and ecological urbanization during the development course, top-level design based on the industrial & urban integration, urban-rural integration and people-oriented should be adopt to realize the value innovation both on industrial restructuring and intensively land use in industrial parks, local administrative regions and county-suburban villages.
