Since environment right concept was put forward in 1960s, for the definition, nature and content of environmental right, no decision can be reached. Environment infringement cases in reality not only reflects the insufficient civil environment rights protection and relief in China, but also puts forward specific requirements for clearing the civil environment right. In this paper, through exploring the various theories on environmental right of citizen, the domestic and foreign legislative practice are analyzed and the understanding of the legal connotation of citizen environment right is expounded.
