This paper introduces the Guannan County’s practice of constructing public library’s service system through perfecting the four-level network, and probes deeply into the problem of how the libraries in economic less-developed areas to implement the central-branch library system and overcome the the shortage of hardware and software investment restricting rural library’s development.
