In recent years, both at home and abroad, a low carbon community planning construction boom sets off. Ho-wever, China has not yet appeared a real sense of low carbon community. in combination with the foreign construction expe-rience, the paper has carried on reconsidering from essence and quantitative standard, technical efficiency, organization an-d management of low carbon community etc., voiding that the low carbon community is undeserved.
