目的：本文通过分析社区首诊制提出前后的实践探索，探索建立和发展社区首诊制前提和难点，并提出政策建议：社区首诊制的建立和发展必须保持政策的连续性和稳定性，利用政策导向、完善的法律法规和监管制度及理论和实践的研究成果来规范和引导社区首诊制的健康发展。
목적：본문통과분석사구수진제제출전후적실천탐색，탐색건립화발전사구수진제전제화난점，병제출정책건의：사구수진제적건립화발전필수보지정책적련속성화은정성，이용정책도향、완선적법율법규화감관제도급이론화실천적연구성과래규범화인도사구수진제적건강발전。
Through the analysis of the practical exploration before and after the proposed community first diagnosis system in this paper,we explored the premise and the difficulties of establishing and developing community first diagnosis system development,and put forward policy suggestion:the establishment and development of community first diagnosis system must maintain the continuity and stability of policies,we use policy guidance,perfect legislation and regulatory system,the research achievements of theory and practice to standardize and guide the healthy development of the community first diagnosis system.
