This paper describes the concept of citizens’cultural rights and interests, analyzes the significance of constructing a nonprofit culture and guaranteeing citizen’s cultural rights and interests, probes into some problems existing in the construction of nonprofit culture, and puts forward some measures for and principles of guaranteeing citizen’s cultural rights and interests.
