There are opportunities and challenges with the development of information service industry in Shaanxi province. The study analyzed the internal strengths and weaknesses and the external opportunities and challenges of information service industry in Shaanxi province. For the SO strategy, WO strategy, ST strategy and WT strategy, it proposed such measures as developing the advantage industry, refining the characteristic of industry, forming policy with the times, setting up service platform from the top layer designs, supporting leading enterprises, making industrial cluster, enhancing independent innovation and commercialization of research outputs, promoting various sectors of information services content and information consumption.
