安全管理的综合评价对专用铁路运输生产具有重要意义。本文从人、机、管理等多个重要因素展开分析，系统地设计了一套专用铁路的安全评价指标体系，并运用专用铁路车务部门一套安全检查数据，给出了综合评价结果，以期对专用铁路的运输安全管理提供决策建议，进而提高专用铁路的安全管理水平。

The comprehensive evaluation of safety management is of great significance for the transportation production of access railroad. Analyzing from several important factors including man, machine and management, this paper designd a set of access railroad safety evaluation index system, and gave the evaluation results using a set of access railroad traffic department safety inspection data, in order to provide advice for the decision-making for railway transportation safety management, and improve the level of safety management of railway.
