目的:完善西部地区医疗卫生事业,实现区域协调发展。方法通过SPSS19.0统计软件,采用实地调查和访谈等方法对重庆市医院卫生人力资源现况,卫生人力资源配置、分布公平性、利用效率等进行统计分析。结果重庆市医院卫生人力资源总量少、资源配置不足、分布不均、利用效率低。结论加快区域卫生规划改革步伐,调整区域内医疗资源总量与结构;在卫生人才培养方面,应创新卫生人员培养模式,提高卫生服务效率;在人才管理方面,把“绩效管理”与“激励管理”相结合,提高工作人员积极性,提高医护人员从业资格比例,鼓励卫生专业技术人员参加从业资格考试;善用媒体改善医患关系;提高卫生队伍素质。

Objective To perfect the medical and health services in the western regions for realizing the regional coordi-nated development. Methods The methods of field survey,interview,etc. were adopted to conduct the statistical analysis on the status quo of the health human resource ,health human resource allocation ,distribution fairness and utilization efficiency in Chongqing hospitals. Results The less total quantity of health human resources ,insufficient resource allocation ,uneven distri-bution and low utilization rate are the main problems in the most Chongqing hospitals. Conclusion To accelerate the steps of re-form of regional health planning and adjust the total quantity and structure of regional medical resources. In terms of personnel training,should innovate the cultivation mode of health professionals and improve the efficiency of health services. In the aspect of talent management,should combine the"performance management"and the"incentive management"to improve the staffs′enthu-siasm and increase the qualification ratio of medical staffs ,encourage the health professionals and technical personnel to partici-pate in the qualification examination ,take the advantage of the media to improve the doctor-patient relationship and improve the quality of the health team.
