2006年3月15日，第60届联合国大会通过决议，设立联合国人权理事会，取代已运行60年的联合国人权委员会。作为联大权力之下的指导和协调联合国人权活动的机关，新的人权理事会在其职权范围、法律机制和执行能力等方面都体现了对其前身——人权委员会的扬弃。特别是“普遍定期审查”机制的创建和建议权的行使等，可以使人权理事会更好地发挥作用。我国应继续参与联合国人权理事会各项规则的制定，与发展中国家和发达国家一道，推动世界人权事业的发展。
2006年3月15日，第60屆聯閤國大會通過決議，設立聯閤國人權理事會，取代已運行60年的聯閤國人權委員會。作為聯大權力之下的指導和協調聯閤國人權活動的機關，新的人權理事會在其職權範圍、法律機製和執行能力等方麵都體現瞭對其前身——人權委員會的颺棄。特彆是“普遍定期審查”機製的創建和建議權的行使等，可以使人權理事會更好地髮揮作用。我國應繼續參與聯閤國人權理事會各項規則的製定，與髮展中國傢和髮達國傢一道，推動世界人權事業的髮展。
2006년3월15일，제60계연합국대회통과결의，설립연합국인권리사회，취대이운행60년적연합국인권위원회。작위련대권력지하적지도화협조연합국인권활동적궤관，신적인권리사회재기직권범위、법률궤제화집행능력등방면도체현료대기전신——인권위원회적양기。특별시“보편정기심사”궤제적창건화건의권적행사등，가이사인권리사회경호지발휘작용。아국응계속삼여연합국인권리사회각항규칙적제정，여발전중국가화발체국가일도，추동세계인권사업적발전。
On 15 March 2006, at the sixtieth session of the General Assembly of the United Nations, the General Assembly adopted a resolution （A/Res/60/251） to establish the Human Rights Council in replacement of the Commission on Human Rights. As a subsidiary organ of the General Assembly to guide and coordinate human rights activities of the UN, the Human Rights Council shall assume, review, and where necessary improve and rationalize all mandates, mechanisms, implementation measures of its predecessor,the Commission on Human Rights. Especially, with the ＂universal periodic review＂ mechanism and the right of recommendation, the Human Rights Council will surely play a better role. In order to promote further development of human rights of the world, China will continue to take part in the work and activities of the Human Rights Council, along with both developing and developed countries.
