Comprehensive planning management is the total measure to improve the transportation from regional segmentation management to collectivize unified operation, from scattered resources to optimization configuration and increase the total control of the company. It is also the important guarantee of the smooth implementation of strategic objectives and development plans of the company. It has great significance to strengthen the optimization research of comprehensive plan management index system, build the new type of comprehensive plan management index system suitable for the company and play the role of the control of comprehensive plan. This paper analyzes the comprehensive plan management index system of a company in different historical stages, points out the current existing problems, builds a set of new comprehensive plan management index system, evaluates the new index system and carries out the management case analysis of the preparation, balance and process control of comprehensive plan.
