The culture, which is concentrated expression and reflection of urban soft power, has an invisible cohesion function. Universities and colleges, being as the a camp of urban culture, have?the responsibility and obligation to contribute their strength for promoting urban cultural soft power. This paper expounds the core concept of the urban cultural soft power, analyzes the real necessity of introducing the behaviors of universities and colleges into the promotion of the urban cultural soft power, and puts forward the directions and measures for improving the behaviors of universities and colleges in the future improvement of the urban cultural soft power in China.
