In order to alleviate these problems,the managers of big cities introduced a police:Odd -Even Day Vehicles Prohibition (OEDVP). Take the police effect as prospective,the paper analyses the theory of OEDVP firstly,then analyses the triggered problems under the regulation such as the inefficient allocation of resources,unimproved pedestrian conditions and policy failure of the long-term implementation. Finally,the paper propose alternative measures such as improving the infrastructure and management of public transport,using the economic leverage,shaping the traffic civilization and collecting congestion fees.
